Then if you're a small business who doesn't care but you buy insurance from one of these publicly traded companies (which is pretty much everyone) they will require that your business implement them as part of the terms of your business insurance. And since your landlord requires business insurance, if you don't comply you're violating the terms of your lease.
So it's worse than a government mandate, because it's a tangled web of policy by consensus that makes it very difficult to even know where to begin to attack it.
