I know nothing in Aus makes sense right now, but I really don't get why you wouldn't allow people to leave the country (I mean I can in a "we can't let our subjects be exposed to freedom" kind of way but it can't be that bad over there, can it?) Not allowing people to enter the country at least makes sense.

They've simply been reacting to the mass hysteria in the public by trying to pretend they're doing something. We cannot expect consistent logical behavior from them. It's why people like Whitmer is being sued for the over-extension of her powers; there was nothing "incompetent" about what she did, it was all deliberate. Done with malice.
If the corrupt police notice, leaving without government authorization would mean having to seek asylum until you can demand a pardon as you will likely have an outstanding hidden warrant should you ever return...
Just thought I would add: I've seen it written in the community of people following this in Oz that there is an amassing of military vehicles at a base west of Brisbane (which is in lockdown)...
Now, this might mean nothing, but with soldiers on the streets in Sydney, and a general controlling the (increasingly forced) "vaccine rollout", it is a little worrying...
Well, I personally am worried, at least. My idiot parents, though (as an example)? Perfectly fine with it.
Anyway, technically Australia has no provision to declare martial law, so if it does happen, it would be "unofficial"... But the fact that it COULD happen is what scares me. We're already a fair way towards that, frighteningly, after all...
