If he makes it extremely hard for the cop not to use violence a switch in his head will flip (think aggression overload) and he will see the errors of his ways and let the thug poor innocent man go his merry way. Sure, it hasn't happened yet, but that's only because the thugs poor innocent men still complied to much.
