Slightly tangential story. I have a friend in a Muslim country that was arrested and fined the equivalent of $30,000 USD for teaching Islam without a license. So this isn't exclusive to the UK.
I met a fellow who'd spend 6 months in an Arabic country (Saudi Arabia iirc) and earn 4x the money he'd get here in Canada. Then he had a 6 month vacation! He'd done this for several years, his boyfriend was fine with it.
He was a nurse.
He said one day after 3-4 years there, the top hospital director called him to the office. He simply said: "If anyone, including me, asks if you are gay? You just say no and nothing else." He did know that, but it really reminded him how much risk he was taking.
The fact that that people accept this show that there was never a hope of resistance. I notice the same here when another flock camera goes up on a street. Nobody cards as long as the goyslop flows.
