Probably not. I remember being pissed every goddamn year because my class was the first not to get to do cool shit. All our science classes took place in dedicated science classrooms with all sorts of equipment lying around, and not one single time did we touch any of it. Like an entire 2/3 of the room would be totally unused.
We had those gas nozzles in our science classrooms and in the 13 years I spent in school not once did I ever see them being used for anything.

The most obvious use of cloud seeding would be to harvest atmospheric moisture as rain in a specific location, rather than another. If they wanted to just drop poison, we'd never see it.
Can you think of any reason that someone powerful would want to change where water ends up?

I mean, just yesterday I commented to a friend that the planes were out seeding clouds because none of the planes the previous day were leaving contrails.
