No, I think it is just a jingling of keys to try to appease the masses by saying 'hey we care about punishing pedophilia' while keeping the penalties on actual child rape absurdly low.
Saw a poll once on proper punishment for sexual assault of a minor. Was something like 39% death, 39% life imprisonment, 20% long prison sentence(kind of vague, but I would interpret that as being up for parole in no less than 12 years), and only 2 percent a shorter sentence.(This is from memory, and it was an online poll, not a newspaper or gallup or anything, but it was also a general polling site, so I don't think it was flooded)
Most jurisdictions allow less than 10 year sentence for child molesting, with a possibility for a suspended sentence.(I remember looking at a child molester map online when I lived in a crummy neighborhood as a college student, and one of them had committed aggravated rape of a baby 18 months prior and was already out on parole)
Because, somehow, some way, most politicians are in that 2 percent. Maybe not pedophiles or pederasts(someone who acts on pedophilia), but they seem to show more sympathy for the rapists than the victims, child or adult.
