It sounds like you haven't actually met anyone with Down's syndrome. I've never met one who seems depressed and thinks they're in constant suffering. The difference between AC being used to electrocute an elephant and designer babies is that one is self-reinforcing while the other is not. A few people electrocuting elephants doesn't incentivize others to do the same. But a few people designing their babies to out-compete everyone else incentivizes others to design their babies as well otherwise they would fall behind.
