I think the reason is simply a mix of arrogance and stupidity.

The Iranian riots showcase an important part of protest: A lot of them are dead. The "heroes" of revolution are the ones who managed to live long enough while being early enough to be both recognizable figures, and not killed off before that point. They are made in retrospect, not in the moment.

Another sad truth about the situation is that the gov wants the rioting. Trump could easily shut it down. Here's the formula:
Any location with unlawful ICE protests will get double the immigration enforcement. Any laws broken will result in federal charges, with no option for plea deals. Any state or local LE agency that interferes will be cut off from all federal funding.
Trump announces this, and the situation is solved. Instead, we have this retarded situation.
