Most things make perfect sense until the government gets involved, and they find ways to pull failure from simplicity.
One of my personal anti-tax pet peeves is how much I do not believe road workers deserve human rights, let alone my money, for the service they provide.
The problem with that is the one the US has right now: the treason party will hold the good spending hostage until you let them staple free food for foreign invaders onto the bill.

At this point that is probably by design. The bureaucracy existing to perpetuate itself, etc...
