I'd add a 70% annual corporate tax on company net revenue for anyone that hires jeets over Americans for "muh cost cutting" because fuck those dipshits in the eye with a grenade.
For every job, they should have to pay, at a minimum, the full price of educating a natural-born citizen (from birth) to being able to perform the role they are hiring the H1B for. And that money must be earmarked to get natural-born citizens into the positions most held by H1Bs. With massive fines for any abuse.
That's what the H1B program was supposed to be: a temporary stopgap employee until an American was available. Then they get the fuck out.
