For every job, they should have to pay, at a minimum, the full price of educating a natural-born citizen (from birth) to being able to perform the role they are hiring the H1B for. And that money must be earmarked to get natural-born citizens into the positions most held by H1Bs. With massive fines for any abuse.

I'd go with corporal punishment for any abuse. Fines just become the cost of doing business but the CEO getting ten lashes in the public square, or hanged, is going to keep him a lot more honest.
