Okay, help me out people cause I'm kinda dumb. But if I'm following her logic districts have to be drawn to give all groups equal access to voting power. How do you achieve that outside of segregation? Is she making an argument for segregation?
It's about not being able to afford an ID. This argument should have been in your history book, or Govt 101 class. And, yet it's still not free IDs for everyone.
The thing lefties (and righties too) forget about Gerrymandering is: sure you can rig it for a few extra seats, but you create "fortresses" for the other side too. So stacked with their voters they will never flip. Meanwhile the "rigged" areas will remain purple at best & could flip in just a decade, requiring regular "jigging" :/ It gets really flagrant after a while, like a lot of Blue cities & states. Some Red ones too.
Enforced segregation is one way to keep districts "stable".

Yes, segregation is ok to her but only when it’s beneficial to black people. Everyone else can’t have it because they’re not “disabled”.
