Forgiveness and absolution are very different things. Saying that you offer forgiveness to someone is very different from not punishing them. Only God can actually absolve. And He does so only to the contrite.
Properly practiced, the Christian concept of forgiveness means offering someone the chance for the last rites before you execute them.
