Nothing prevents it from happening here. Some banks already give customers the option to submit biometric data, and nothing prevents them from suddenly making the data "mandatory" one day. If the banking cartel decides to do it, it won't matter that the Federal government doesn't require biometrics.
The controls the Feds have already imposed on banking ensure that the banking cartel would remain intact if they did this.
