This is what negligence and manslaughter statutes are for. Doesn't matter if it was deliberate, he fucked up and broke the law on his own camera, and killed 3 people because of it. Even just before the deaths involved he was driving, illegally as a whole due to his migrant status, and then performed an illegal turn on a road. The argument that this could then endanger others doesn't need made because that's what ended up happening resulting in 3 deaths.
Those laws and punishments for fucking up are there to prevent this shit from happening, and it did happen. He should have the whole library thrown at him, not just the book. Maybe he'll be able to read the signs next time.
