I cut him some slack for turning his rhetoric against America because Trump demeaning Canada put him between a rock and a hard place, but turning down Joe Rogan just shows the guy doesn't really care about winning or saving his country or pretty much about anything.
He ran a cowardly campaign, he played not to lose instead of to win. JRE was a no brainer and so was nelk boys. Guy should have went harder on immigration, he seems to be now but he was a bitch during the election. Trump definitely put him in a difficult spot, but I still think he handled it poorly. He didn't seperate himself from the liberals nearly enough.
Don't expect politicians to "care". They care about getting into office. That's it. Joe Rogan may play differently in Canada than in the US, and when you're against someone who isn't a total clown like Kamala.

But most of Rogan's Canadian audience would already be in the anti-Trudeau Poilievre & PPC camp. So you aren't reaching many new listeners. Arguably you might be mobilizing your base out to the polls a little.
