AIDS and HIV were massively overplayed to both garner sympathy and to instill fear: both of which play into the goal of getting sheep to demand more taxpayer funding into research. And, of course, encourage another voting block.
Catching it through straight non-anal sex isn't zero, of course, but it isn't the sure-thing death sentence that it was made out to be in the late 80s early 90s.
