No they haven't. What have they done? Society is in the red to pay for their incarceration, and they've done nothing to contribute back. It's only now that they are free that they can even start paying that debt. 'Paid his debt' is just a mantra pushed by jail-lovers afraid of a bit of actual justice.
The problem is that "reform" at a certain level is impossible. A person who makes impulsive, stupid decisions will always be a person who makes impulsive, stupid decisions.
You might learn to avoid putting yourself in certain types of situations where your negative traits can compound themselves to catastrophe (e.g. impulsivity + drugs). As people age they tend to learn how to manage their worst tendencies. But your nature is basically unchangeable and always at risk of emerging without controlled conditions.

Imagine a world that liquidated all car thieves. Instant 1000% improvement with zero downside.
That would be the world that created the high trust societies we used to be proud of. Europeans for thousands of years engaged in low-level eugenics and social darwinism to eliminate the weak and violent. Now we do the opposite, especially in Europe where they are whining about the death penalty and letting in hordes of Southrons to live among the pacified population.

Monetarily, then. You may work in prison for wages to offset your costs, and/or your wages upon release will be garnisheed. If you do not pay promptly, as established in precedent case law with family court and spousal support, back to jail you go. It is not forced servitude, somehow, according to lawyers.
