It's not that bad (if you don't think of it as a Fist of the North Star movie, much like the Super Mario Bros., movie is cool as a cyberpunk sci-fi film if you just discount it having anything to do with Super Mario).
Gary Daniels is legitimate, and the fight scenes -- especially where he fights like 30 guys in one room -- aren't bad, mainly because all of the goons/thugs were his students so they were able to churn out the fight sequences relatively quickly (similar to how Seagal used to pump out pretty violent fight scenes on super low budgets since they were all his students), instead of it taking days/weeks like on most Hollywood productions.
