Like, if Denmark and Switzerland want to remain neutral, but they are surrounded by France, Britain, and Germany who want to invade and take power, then Denmark and Switzerland need nukes to stop any real invasion by land, sea, or air. Yes, the bigger countries could use nukes, but why? At the end of it you get a million dead and irradiated neighbor that genuinely didn't want to be involved. It's kind of pointless if your point was to take the country with only a thousand dead.
For a smaller country, it would really be the only way to defeat a massive air-attack, naval task force, or armored rush.

Even if they do, I'm more concerned about what method of delivery they have. Only thing that gets to me, here in the part of the world that the US should actually bother with, is an ICBM. They'd have to have such obvious help from the Russians there that we'd know it was from Russia and they might as well just nuke us themselves. Otherwise, I mean Bezos with all of his resources can barely shoot a few celebrities above the clouds. There's not some secret country with that kind of tech.
So the reality is at most they can hit Israel. Which would probably just go crazy and shoot shit at Russia to start something if they ever got hit.
