I think the data is deficient in Ethiopia though, because my past inklings were that it had better internet than most in the region, at least in the cities.

I would say English language literacy, or literacy at all is more unlikely than not having internet.
Some countries in the interior of Africa are like 20% literate.
Last mile of internet in the third world is usually cellular.

I would think finding that person would be unlikely as well, which makes the veracity of the video unimportant.
