I think the data is deficient in Ethiopia though, because my past inklings were that it had better internet than most in the region, at least in the cities.
Unlimited data is not common at all though. and it is unlikely that they follow English language tiktok or twitter, or anything video
I would say English language literacy, or literacy at all is more unlikely than not having internet.
Some countries in the interior of Africa are like 20% literate.
Last mile of internet in the third world is usually cellular.
