A new name for the Harvey Milk was not given but, according to the memo, Hegseth and Phelan are planning to announce the new name aboard the USS Constitution, the oldest commissioned Navy ship.
I doubt his NAVY service warranted a ship being named after him. The name was based soley on him being a faggot, which was illegal in the NAVY at the time he served.

Besides his Navy service, Milk was a prominent politician and City Supervisor in San Francisco before he was assassinated by political rival Dan White way back in 1978.
