After WWI the banks worked with world governments to place all of the debt from the war on Germany. Regular people in Germany, who had nothing to do with WWI, were starving to death in the streets because of these bankers stealing all German wealth.
So yes, bankers would not be able to flee with the scraps that remained.

The German government could afford to make those payments, but not if the SDP was going to build the massive Socialist welfare state that they wanted. Even though many of the foreign governments agreed to reduced payments, or even some forgiveness, it wasn't low enough for the SDP. That is why they intentionally started printing money into hyperinflation. The SDP were causing the the reparations payments to be worthless, which was forcing the foreign governments to come to the table and make even more concessions on those payments. In so doing, the SDP destroyed the German economy because Socialists are stupid and bad with money, and when they try to be clever, even more people die than normal.
By the last days of the SDP, and thanks to the Hunger Chancellor de-socializing the economy, the economy had finally recovered, and the reparation payments were finally widdled down to something that everyone could agree to, so Germany was already in a good economy before the NSDAP seized power. The reason the NSDAP started gaining political influence is because the SDP sacked the Hunger Chancellor and said that they were going to re-embark on mass Socialism again. The NSDAP offered themselves up as "Socialists without the bad stuff because Socialism totally works, am i right guise?" and that appealed to more people than the SDP super-double-pinky-promising not to fuck everything up again, the Communists who keep trying to overthrow the government and invite in the Russians, or the aristocratic Catholics in the Christian Democratic party.
Once the NSDAP seized power the immediately began re-socializing the economy, and making it bankrupt again. It was not economically necessary to invade Poland, Austria, or Czechoslovakia if they were willing to simply slow down on socialist spending schemes, but that simply wasn't an option. The Nazis invaded Poland because a) all jews must die to save Europe, and b) National Socialist Economics understands that if you clear out all of the poles, slavs, and jews from Poland and use the vast Eastern European landmass for resource exploitation, then you can have an Autarkik (self-sufficient economy). This is socialist gobeldy-gook because no economy is "self-sufficient" and you have to engage in trade.
