Obama legalized news publishing overt lies and propaganda, but it definitely existed prior to his great allowance.
No he didn't. That change allowed the state department to broadcast in the US, whereas previously they were restricted to airing their news segments overseas.
The first amendment has always protected the media from publishing lies. It was never illegal.

That makes it sound like it used to be illegal for CNN to lie. That's not true and pointing that out isn't a nitpick.
I said nitpicking because you said the state dept.

Instead of calling government produced 'news segments' what the people who had restricted them to overseas in the first place knew them to be, propaganda.
