Every female character in Korean comics has this figure, even the ones that aren't porn. I'm assuming Korean artists are overcompensating so they don't get stigmatized for making underaged characters like Japanese comics are.
No, they overcompensate because "Porn" is banned. That's why Korean Comics take the format they do. If you have enough story, it's "not porn". Because of this you have the "Not Porn" comics and regular comics competing on the same storefronts and influencing each other.
