It's like the difference between "mail-in voting" and "absentee voting". The first one mass sends ballots to everyone, multiple times, and guarantees fraud. The second one requires multiple verifications & identifications, and can only be requested if each procedure is met. It allows for voting remotely, with less of a chance of fraud. These are not the same, even though they both include ballots in the mail.
