You don't put a percent in a 'per x' statement. Percent is already per 100. Also, She meant "0.7." 07% is the same as 7.0%, which is...larger than 5.7%. Due to her poor framing, she actually said Japan has a higher murder rate than the US.
Also, I like how, again, just due to inept framing, she seems to be lumping the poor and murder in together. It sounds like she's saying poor people are bad.
It's also dumb to use US wide statistics like this. The US isn't homogeneous like Japan.
Vermont has a homicide rate of 1.8/100k.
California has a rate of 5.7/100k.
Louisiana has a rate of 16.1/100k.
She also misses how the justice system works. In Japan vagrancy is illegal and you can't camp on public land. In the US it is not and you can camp on public land due to a federal court ruling. So you can choose to be homeless here and be rewarded for it. In Japan you get an ass kicking for 21 days before you even get to see a judge.
She added the percentage symbols herself. 5.7 per 100k is about right for the US.

Was recently thinking this a character trait for a NPC. A cynic that was heroic but now just goes thru the motions because somewhere along the way he realized that the poor and oppressed are not good people and the only reason they aren't horrible and self-serving is they lack the opportunity. Once the poor come in to power they would be the same or worse then the tyrant the NPC disposed.

She accidentally stumbled on good propagandist stat manipulation by using whole population homeless numbers rather than rate there though. With Japan having a smaller overall pop that comparison is obviously going to favor Japan.
True, but you can just tell at a glance that it wouldn't matter; Japan's population isn't small enough to not make those numbers a drastic per capita difference too. As someone else pointed out, though, it's not because Japan loves the poor, it's because they don't tolerate and incentivize that shit. They don't take care of their homeless, per se...you're just not allowed to be homeless, and you don't get paid for it.
Just for the sake of curiosity: If Japan had the rate of homeless of the US, they'd have around 15,500 homeless in Tokyo alone...more than five times the alleged number of the whole country.
