The tariffs are based on trade deficit, not actual tariffs being applied to US goods. So if we import a bunch of stuff from a country but they don't import as much from us, we're now charging them a tariff.
"Non Tariff Trade Barriers" indeed are critical. Europe makes it really impossible to get things from outside, especially Germany, by doing just this shit.

Even without it, its terrible. I had german customs intercept my wifes used running shoes that were mailed to her during covid (as she was stranded there without enough luggage for an extended stay).
They demanded a payment until she held them up to their faces for a smell.
Nothing about these tariffs makes any sense, even to Trump supporters. All countries, without exception, are getting a 10% minimum tariff. No exceptions. Doesn't matter if you've been a great trade partner, Trump says "Fuck you, pay me!"

There's also the issue of scale.
What if a country like Canada has a tenth of your population?
They are still expected to import/consume 10× more than the population south of the border?
