"A lot" is a bit of an understatement, considering that is its entire purpose.

The CIA uses whoever they want for cover. About 15 years ago someone put together that they always used peculiar job codes when they worked in state department embassies, so once you spotted the trend, you could easily shake out their embassy directory and spot the likely CIA officers with 95% accuracy.

They stopped publishing job codes for a while because of it.

When you catch them they just hide it.

I've taken it for granted that there was fraud for all these years. (Also, someone tried to kill the pro-Western candidate with poison and he was never caught.)

Now I wonder. Maybe the pro-Western guy won because... the courts said that there was fraud (based on USAID-funded polls) and invalidated an election. People in general don't want to vote for people who commit fraud to win elections.

However you stack it it's fraud and theft.

Fraud because they controlled the information used to program voters, further fraud when they stole the election they couldn't win anyway and theft because it was all paid for by taxpayer money.

There's nothing about this which makes the USAID or anyone involved with them look good.

I believe they failed to convict the (previous, Russia-neutral) government snipers they were blaming for the deaths.

Which, honestly, speaks relatively well of the justice system there.
