First off, I don’t think being racist is necessarily bad. It depends on a lot of contextual stuff like who’s being racist, as well as where, how, and what the consequences are.
With that out of the way, I definitely wouldn’t consider either one racist. If someone said “both are racist,” I would think that stupid but it’s still a universal standard. The issue is that a large group of people with cultural and institutional power would consider only one of those things racist, and think that that’s an offense that merits punishment.
Here's an article about Garrett's costume. It really isn't necessary but some homo is going to complain about a picture posted, even though that's all that is necessary
No, this is not racist, and neither is the reverse. If a white man dressed as Wesley Snipes as Blade it would be a statement of admiration for Wesley Snipes' work, just as this is a statement of admiration for Arnold Schwarzenegger's work.
The use of blackface and any actions making light of sexual assault are deeply offensive and have no place in our community. The individuals photographed are not confirmed SDSU students. Our team is working to confirm information including the location and identities of those involved.
Depends on intent, to some extent. Costumes can be racist. The original blackface is/was racist, as it was mocking. The core concept of pretending to be another race isn't racist in and of itself, though. White people can wear black costumes, and vice versa, without it being racist. The picture in the OP? Not racist. But if the white costume was something pushing negative stereotypes, done from a hateful place, you could argue that would be racist. Again, it's not about the race swap, it's about the race hatred.
If he dressed up as the 'white hillbilly' stereotype, for example, with the buck teeth, overalls, and something like a 'I &##$ My Sis" shirt...yeah, that would rightly raise some eyebrows. But even then, he could just be having fun. That does actually sound like a funny costume, and costumes used to be more wild, and I think we need that back. Nowadays you can't even dress up as cowboys and Indians, and the like, without some progressive throwing a fit.
As others have pointed out, it's the double standard that's the real issue. I personally don't care at all if you do a race swap costume, and I don't really care if you do a racist costume either, of any race. Be offensive, who cares.
Racist? No. A double standard? Yes.

See, the thumbnail made me think this was a black football player masking to commit a robbery.
It was just old Terminator dressup? Honestly... kinda cool.
I mean it kinda is, the Browns stole a win from the Ravens.
I don't consider either to be racist, but unfortunately I don't get to decide these things because I'm not an "expert".

For contrast, apparently a couple of White college students paired up Halloween costumes to be Diddy and a bottle of baby oil.

Being investigated by the school where the picture was taken (not confirmed to be students there).

Lol
Not racist. Granted there is a double standard. Dressing up because you like the character is cool

It's racist if you do it for a good reason.
