Is this one of those awkward situations when the reason it's banned is because you're promoting a competing service on there using that hashtag?
Saying this mostly as Elon ain't the biggest lover of the EU currently..
Given Musk's attitude about external links since acquiring Twitter that would make more sense if this was in place long before the current Telegram incident.
That's bull. Ban the spammers, not the hash tag.
Can confirm that the hashtag doesn't work, though obviously we don't know if it has been 'banned'. Other hashtags work fine, even 'telergam'. In fact, if you search for 'NONEXISTENTSTRING OR #telegram', you will get the results for the hashtag itself - suggests a manual banning.
Like u/Lurker404 says, it works perfectly fine without the hashtag.
Strange, "Telegram" without the # is even in the trends for me but with the # I get the same error.
Are you sure it's just not overloaded? I get that error when the whole site is down via ddos.
I personally believe overload since Elon literally posted #FreePavel.

I just tried it myself. I get an error for every tab except Media, where I suffered the misfortune of seeing a bunch of tranny porn, and Lists.
