Is it a coincidence that EVERY one of these is trying to stagnate developments that aid space travel?
Smaller nuclear reactors would help in space and developing habitats, everything is focused on keeping people contained in a smaller environment than expanding BEYOND Earth so that we are no longer limited to the resources of this planet only.
At least give us a moon base for fucks sake, be easier to start exploring space mining if we can keep 90% of the travel in a zero g environment.

Let me put it like this: the entire anti-nuclear movement in the west was Soviet Propaganda, though many didn't even realize it. You'll notice that there was never anti-nuclear movements in the east; and in fact there were multiple pro-nuclear weapon movements in the east.
Thomas Sowell actually goes over the controversy about the development of Neutron Bombs to dig this issue out. The Neutron Bomb was supposed to be able to cause significant lethality, without damaging infrastructure. The tactical purpose for this was primarily defensive, in the event that neutron weapons would have to be used within the borders of a friendly nation, if a massive invading army had made a landing. The Soviets knew that any development of defensive capabilities would always lead to any advantage they had against the US would be undermined and the balance of terror would fall apart. (No one knew they actually never held an advantage due to their excellent propaganda).
So, the Soviets spent tons of money through charitable networks, left-wing news papers, and student protests to basically harass schools from conducting any research, hound politicians to prevent funding any research, and get the media to run with the idea that this was a Capitalist Bomb: designed to protect wealth at the expense of human life. For the most part this operation was successful, and the whole thing got shut down.
Frankly, the Chinese are probably copypasta-ing the entire Soviet propaganda scheme, even down to using the same left-wing rags and student protests. The entire "Green Energy" movement exists to inflate demand for chinese lithium mines. China is exploiting the fuck out of it's rare-earth mineral mines, and they are trying to colonize mines in Africa with the belt and road initiative, while using Californians to increase their demand; all while banning Americans from using non-green power sources, and developing competing mines.
I say this as someone who believes in Climate Change.

Look at what allowing the radical left to run rampant, and "march through the institutions" of education, media, and government has done to the west. It's utterly ridiculous how much better off everything would be right now if they never would have been allowed to make those inroads here.
They used the openness of our system/society to spread their stupid ass message, it's infested every level of our society now, and - on top of that - they are now using the power they have gained to clamp down on that very same openness/freedom that allowed them to do what they've done.

The global powers do not want a repeat of the America mistake. They do not want a new wave of Nouveau riche that they have to assimilate, confiscate or destroy. New land means new resources that will devalue their monopolies and cartels.
In the Age of Sail it took around a month to sail from the colonies back to Europe, two months round trip. Thus two months was the reaction time of the Empire for both communication and military force. This was slow enough and the colonies relatively poor enough at the time that the Empire didn't respond to the Revolution. This was their mistake as America had vast resources to exploit. Now there is no place on Earth that is not forty minutes from destruction, and less than twenty-four hours from other retaliation. Similarly anything within lunar orbit is less than three days from retaliation.
On the other hand, the minimum travel time to Mars with current technology is three months, with launch windows being every two years. The communication times vary from four minutes at opposition to twenty minutes at solar conjunction. The means that a rebellion starting on Mars about six to eight months after opposition will have around ten minutes to cut off communications to Earth and then there will be around a year and a half before any forces from Earth can arrive, and such forces will be arriving with absolutely no intel of what is happening on the ground. This is unacceptable to the powers that be.
Mars colonization will not occur until the transit times to and from Mars are less than a week, year around.
I can see them in their power mad controlling personalities doing this. However in their attempt to stop this new threat they seem to be creating another threat.
Humans are NOT meant to be contained and the increasing depression rates, psychosis and restlessness is evidence of this. Space travel is Humanity's release valve as no matter what, you have the opportunity to move away, you're less likely to nuke each other.
I actually think they portrayed this well in The Expanse as when wormholes to new worlds became available, the tensions between Earth and Mars stopped because people could simply leave.
That is a point I never thought about. Why would anyone want to keep power by demanding we only use their resources?
Space is literally the Final Frontier
The asteroid belt past Mars is the next El Dolorado in terms of resources, even the few ice rocks as water is even more valuable in space. When you examine just a few of the asteroids available, you realise we've been warring and dying over pocket change compared to the REAL money.
With spectrometry, most of the Sol system's asteroid belt is of known composition. There are asteroids out there with more gold and titanium and pick a metal, than the entire known quantity on the planet.
I've been an advocate for asteroid mining ever since I found this out a little more than a decade ago.
The neat thing is that on Earth drilling is limited by the tensile strength of steel. On say Psyche (an M-type asteroid with a diameter of 164km) a drill could go all the way to the core without even coming close to having problems. It would be incredible to get a core sample of it to see if is indeed a differentiated protoplanet core. Differentiation would mean that the very center would have an incredible amount of very heavy metals.
If Elon was able to successfully mine one in his lifetime, gg he wins as he could effectively hold the ENTIRE planet's economy at ransom by oversupplying Gold, Silver, Helium etc.
I actually have a thought in the back of mind that Mars is an secondary goal for him and its actually getting to one of Mars' moons as a way point to get to the belt.
