Also the 13 is misleading since it's primarily young men, so it's closer to 3-6%. Fucking wild when you think about it.
FBI has been deliberately mislabeling black and hispanic criminals "white" for a while, so it's even worse.
As I understand, part of the problem is the states and local agencies do this themselves, because they've had diversity arrest quotas pushed on them. They have to arrest X% whites, or no more than Y% nonwhites, or however it works, so they're incentivized to fudge the numbers.
Not saying it's right (it's not; it's monstrous and evil), but that's the incentive. If you want to keep your job, or at least not bring state/federal scrutiny down on you as a Big Bad Racist and make your job harder, well, Tyrone and Jose are Whites now. It's sick.
It was never 13, that's the entire population, not the ones from that entire group actually committing the 50 or 60 or whatever number it is.
13 = every man, woman, and child within the black population in the USA.
Generously cutting that straight down the middle for men/women means 6.5% are black males. Then you need to close things down even further for the ones from that group more likely to be committing the crimes, so remove the infants, remove most of the elderly, and you get maybe 3%.
So it was never 13/50, it was always closer to 3/50, or whatever the 50 really was.
Black women are insanely criminal as well. Hell, some sheboon randomly stabbed a 3 year old to death like last week.

I mean it's almost all young men from other ethnicities committing violent crime too, although youth violence is typically slightly more pronounced in black demographics than others.
It's all percentages relative to other demographics so if you're cutting down to only young men of black ethnicity then you should cut down to only young men of other ethnicities, at which point you're back to ~13% of the total sample size.
If not more like 15+% at that point, since black birth rates have been higher for the last couple of decades as well as doing a worse job of surviving into old age, so they have an overall younger age distribution.
I'm fairly certain that even if young men are the biggest driver, black people of all ages and both sexes still outperform their counterparts in other demographics when it comes to violent crime. So, a black woman is less likely to be a violent criminal than a black man, but she's still more likely to be a violent criminal than a white woman.
