Looking at the disclose tv video evilplushi posted, there's WAY more reasons to despise the cops in this one.
There's at least a dozen cops show in the video, and none of them do anything as the attacker attacks a civilian
Other civilians notice what is going on, and get over there faster than the cops do
Cops aren't shown to be doing anything until the civilians have subdued the attacker, at which point they go after civilians, not the attacker.
The first action the cops take against the attacker is only after he has stabbed one of them
In the aftermath, more cops are concerned with cuffing the civilians and looking after the cop who got stabbed than taking care of the initial victim who got stabbed (if I counted right in the video) about half a dozen times.
They don't care about anything there other than their own necks.
This is what most people familiar with cops in bad situations find out, that bad cops almost universally make bad situations worse, especially if you're trying to be a good samaritan. And unfortunately, since cops "just do their jobs", as their jobs revolve around enforcing the edicts of the state, which is becoming increasingly, insanely corrupt, almost all cops have become bad cops.
At this point, it would be nearly universally better for Western civilization to completely dismantle all LEO agencies (if we could just wish them away), and handle things on our own, which would enable us to fix our problems
Police behavior needs to be legislated. Make them legally accountable for not intervening to save lives. Obviously this is not going to happen but I think it would be the first reasonable step in a civilized society.

To be fair, the cop looks like he got stabbed in the neck or head, that needs immediate treatment as well. The cops also probably know each other, so there's going to be some comradery and attachment.
That said, it frustrates me too, and I'm not trying to make excuses for them. Even in scenarios that are much less deadly for the cops, you'll see them looking after a sprained ankle of a cop while some citizen is bleeding out or lying there unconscious with a headwound or something. Cops look after cops first; sometimes it's warranted, often it isn't. Another failure by a government institution to do its duty, in my opinion.
From another perspective you see the guy who gets subdued by the policeman punched the islamist a few times while he was subdued. So its possible that the policeman didnt knew or saw the knife guy first. Either way the police certainly doesnt look very professional there, especially the women which dont even pull their guns.
