All they can do is arrest any Twitter employees resident therein, seize their local offices, and block access to Twitter via their edge routers. They are otherwise powerless to do anything else. Citizens can use VPNs to get around the IP ban, of course, but that invites government crackdown too.
This is all on the citizens of Brazil, of course. They can put a stop to this immediately, all it takes is the will. They haven't learned from the example that is Venezuela, unfortunately, and will have to learn the hard way about what you do with the far left, which is either helicopter rides, early and often, or see your eventual downfall into totalitarian government.

Extradition of citizens to foreign nations to be punished for not bowing and scraping would be a nuclear option. The amount of businessmen who would flee blue areas would decimate those states.

This after X released "the Twitter Files" Brazil version showing how Alexandre de Moraes has been demanding private information of Brazilian users for years, and more recently demanded that X block specific users. Elon instead told X not to block anyone and remove all restrictions.
