That seems a problem with this dude rather then the game. If you can't see past her boobs then why is that my problem?
It's an amazingly daft NPC response. Surely they know porn is everywhere and we could see titties whenever we want.
I've seen the response that: They are so pornbrained that when they see a small amount of fanservice it makes them think "should I be jerking off right now?" and it makes them confused.
And they don't want any kind of media directed at male enjoyment of course.
