That's the real answer but to be nice to OP I think it heavily depends on who the .2 are. If that's some isolated group on an island that no one knows about Thanos would probably be wondering if it even worked

if the 0.2% of the world population is the extremely tribal people that currently control banking, media and politics, and aggressively push certain ideologies and policies, then it would be far more impactful than snapping away the 49.75% that dont.

As long as that 0.2% of the world population truly gets them all. I have a sneaking suspicion there's a lot more than they let on.

The 49.75% of the population could hit Africa and Asia and literally nobody would be able to tell.

it would depend on the people. a random .2% would not have an impact in the grand scheme. A specific .2% targeting world and corporate leaders would have a huge impact.
Definitely to get rid of the 49.75%. That was literally the goal of the movie.
