As for the population, I have doubts, white people are becoming a minority and the foreigners are used to worse standards of living so it will take a long time for enough people to get pissed off. White people can starve to death in large numbers and it will still not be enough to change anything, most of minorities would cheer for that.
Even with everything of importance not working, the rich and powerful will still be rich and powerful. Arguably, they'll be richer and more powerful. Take any African country and you still have super wealthy warlords living like kings. The elite running our society want to be just like that. They want everything to crumble and for you to live like an African.
