AFAIK eye damage due to UVC exposure is only temporary.

Curious what indication there is of "permanent blindness". My understanding was these lights damage your eyes similar to looking at the light from an arc welder: they blister up, and it's supposedly extremely painful, but they do heal after a few days.
There are safe UV tubes (near-violet UVA) and germicidal UV tubes (more energetic UVC). China being China, someone used the latter for decoration when they should only use the former.
