Honestly how many recidivists that go through the revolving door of the prison system would hang up their life of crime if instead of housing and food they were instead faced with the prospect of 30 lashes in the town square?
Most, we've unfortunately gone a bit backwards with how we punish criminals.
If we re enacted medieval punishment barring straight up death and dismemberment (for non pedos and serial killers) we'd greatly reduce reoffending rates as they focused more on humiliation of the culprit in a very public setting.
We went backwards because we decided that a handful of innocent men being tortured and put to death was no longer just an unfortunate part of the business when it came to punishment, but a real problem.
Like, that's why all the brutal and rough things people want stopped being common. Because we recognized that the law wasn't perfect or divine, so therefore it shouldn't have limitless power to hurt us.
And the daily abuses by police still as well as cancel culture's lynch mob powers should make us all glad it went that way.
And that works in a civilization populated by rational humans. However, we live in one where 6% of the population might as well be wild animals and commits 55% of violent crime. You can't give an animal "time-out", you put it down.
Realistically, probably not many, as the real punishment is the public humiliation of it for normal people. If you're committing crimes then the physical pain is the only potential punishment and not committing crimes will then open you up to charges of "being scared"
