The very basic academic requirements along with the physical fitness requirements are a major reason they're having trouble recruiting. A lot of the people who do want to sign up have to be turned away for those reasons. I read a while back that they have a special program that tries to help these flunkies get to a point where they can pass the tests. The physical fitness part isn't a bad idea, but IQ is a hard limit on what people can do academically, so that part is pointless. Especially since the academic requirements are ridiculously low to begin with.
For the US at least, the academic requirements are interesting. Shit's done on a percentile scale. So they're always turning away 50% of applicants. Then of those it's further whittled down by medical, background checks, etc. It's actually really funny in a sad way.
