The very basic academic requirements along with the physical fitness requirements are a major reason they're having trouble recruiting. A lot of the people who do want to sign up have to be turned away for those reasons. I read a while back that they have a special program that tries to help these flunkies get to a point where they can pass the tests. The physical fitness part isn't a bad idea, but IQ is a hard limit on what people can do academically, so that part is pointless. Especially since the academic requirements are ridiculously low to begin with.
