You don't calculate liklihood from death statistics, but the number of black-on-white murders is twice that of white-on-black murders, not twenty-seven times that. Intra-racial murders are the most common, and are 10 times the number of inter-racial murders.
I'm guessing that the only way you got to those numbers has something to do with a per capita rate.
Murder rates like these can go on for quite some time because the overall crime rate is lower now than it was in previous decades; although the crime rate of specific shithole cities is spiking.
