I don't get either the people downvoting these posts, or those pointing to it to make such statements about Putin. This likely has nothing to do with Putin. I know he's a "diCtAtoR" but he doesn't micromanage every little detail about the government. He's not a health official. Maybe he approved it on recommendation. We know Trump did the same.
