Battlebit remastered is getting like that, it's great fun and people trash talk each other on VOIP all the time, yeah, all this is going to do is mean no one will use the chat for fear of getting banned for saying a no no word and then eventually the game will die off because of all the arbitrary bans. For people who think I'm exaggerating, this is exactly what killed Battlefield 4. Except it wasn't EA that did this amazingly, it was the fucking server owners and they still pull it to this day. You couldn't even write stuff like helicopter in chat the filters were that retarded.
The really thorny issue though is going to be if the intelligence agencies decide that gaming is a hotbed of extremism and they start demanding 24/7 surveillance and VOIP logs. It's going to stop indie developers from implementing any kind of chat in their games potentially because they won't be able to afford the ridiculous server requirements to store that amount of data.
Bigger devs are already not adding text chat because of some retarded eurofag laws. Seriously online gaming has regressed to the point of ridiculousness compared to a decade ago - matchmaking or worse online systems replacing server browsers, shit in game voip with no text chat at all, etc.
I actually lost what I thought was a friendship over this because the dipshits decided me pointing all of this out meant I supported the 'behaviour' they disapproved of in the chat that was going on and they were in favour of this utterly ridiculous move because I was simply pointing out the logistics of such a mass surveillance op.
It's exactly like you are pointing to I think there's more behind it than just the EU though, I think that the intelligence agencies are going to be pressuring online gaming to record everything. Unfortunately recording VOIP and 24/7 surveillance of chats is going to be a regulation requirement soon enough and they get to work on the corporations first then force everybody else into compliance.
It's all because of the FBI and Canadian Intelligence screeching about incels and online extremism in gaming. They will have also inevitably come to these conclusions because of leftist pressure groups like the ADL among others and in the UK there's a similar thing where the 'conservatives' are often taking advice on policy from leftist groups as if they're incapable of thinking and researching things themselves.
The good news is, this will fall on it's arse one way or another, the bad news is it will be quite a pain in the arse as it is happening. I'm having to consider myself if I put in multiplayer whether or not I need to be in compliance and this even applies to me among other things. I don't think it does, but we'll see, I might just dare them to come after me lol.
You can blame the no text chat on some stupid ADA compliance law that passed towards the end of the Obama presidency. Basically makes it so that if you want people to be able to type to each other, it opens a whole goddamn can of worms about supporting people who can't type.
Like a lot of laws, instead of making it so that people who can't type get some sort of support making it easier to communicate ... it makes it so that nobody gets text chat at all.

the use of things like ACT in FFXIV are more a "you can't use it but we can't know you are using it so just don't talk about it or use it against someone" thing so if you complain about someones low DPS you are probably using ACT that is against the rules therefore ban
as for chat I dunno my 1.0 characters ended up on the JP servers for some reason so when i did play it was on the JP servers, different regions will have different moderation teams and the american moderation team is probably all jannies because who else wants to moderate game chat
