Darker skinned males in anime are usually intended to give strong/threatening vibes to the characters, and darker skinned females in anime are usually more for reasons of personal tastes in women/aesthetics rather than trying to pander or claim some racial demographic.
I haven't been watching much recent anime, so I can't speak to my own knowledge on that specifically.
Definitely seen the male trope in anime-esque JRPGs (e.g. Ricardo Banderas from Xenogears, although he's more green than brown, and Dedue from FE Three Houses).
For those who don't watch anime etc. they do a similar thing within the anime style of exaggerating the 'European' look. It's why whenever you have somebody from America or Europe generally they're often some big tiddy blondie with fair skin. I feel like leftist 'anime' artists definitely have to be separated from others in how they do their art. They'll often even do the same with men and make them blonde etc. as well though it depends what region they're trying to represent.
I still love that the pinnacle of male badassery is blonde haired blue eyed Super Saiyans. Even if they did get surpassed with... red, blue, and like silver or something later.

Besides it was never meant for american or global audience to begin with, it is japanese audience first if not exclusively. If you don't like it, consume something else or make your own, the only people mangakas ought to pander is to their paying customers who shows genuine interest in their product.

Usually you won't get Asian "anime" artists to draw darker skin unless it's a generic male insert for hentai. If not, it's just alien skin colors.
(That's not to say I haven't seen brown/black female characters drawn, but it's niche unless the character is popular. Ganguro doesn't count)
