Essence of the enforcement is "Stop doing the same stupid shit over and over" and yet he can't, even with the timeouts doubling each time. Most people with half a brain would figure this out and maybe, just maybe actually try something else than repeatedly banging the same rocks together.

Sure, Imp does that all the time, but this is a bad call. Saying 'X group does Y' implies behavioral trends, not conspiracy.
