The only 'SOS alerts' that I have received are test messages that scare the absolute hell out of me (HAH, GUAAAAAY!) due to the insane noise that my phone makes when it receives them.
The Amber Alert ones here in my province for missing children blast out Nuclear Launch level nonoptional alerts to every mobile phone and television in the jurisdiction, inevitably in the middle of the night.
Which always ends up being some POC custody dispute a day's drive away that the police have fucked the dog about and knew about during daylight business hours.
Imagine if what they were reporting were true; that would mean Google, Facebook, et al would be charged a fee every time someone used their site to view emergency alerts.
I still maintain that this is all theater. The big boys will make a deal and the law will be used to hit sites that are either a threat to the big boys or a threat to the government.
