Actually, islam has its own word for this. Jizyah. I had previously been operating under the delusion that the West wasn't muslim lands, but I guess I was wrong.

The islamic social system depends on conquest, and the extraction of this 'jizyah' from the conquered while they live in indolent luxury.

It's not about the price. You could have the bikes be entirely free. You could even have them PAID to take the bike with some mildly onerous paperwork. It's not about the pricetag.
